Mr Kanon Kumar Roy was born in 1961 in the district of Jessore in Bangladesh. He obtained a B.Sc. (Honors) and Masters of Science Degree from the Department of Botany from the University of Rajshahi in 1982 and 1983, respectively and later Masters in Computer Science (MSCS) from American International University Bangladesh (AIUB), Dhaka in 2012.
He joined in Bangladesh Civil Service in 1988 as Assistant Commissioner of Taxes.
He worked in various capacities in the Income Tax department under NBR such as Deputy Commissioner of Taxes, Joint Commissioner of Taxes, Additional Commissioner of Taxes,
Commissioner of Taxes, Director General of Taxes Inspection and finally in NBR as Member (Tax Policy) and Member (Information Management & Services).
Mr Roy attended various national and international training courses, seminars, conferences and took part in study tours and a team of delegations abroad. In addition to Tax-related courses out of his immense interest in ICTs, he had vast experience attending ICT-related courses in reputed Universities internationally. Some examples are Use of ICTs in Public Administration in EGL, National University of Singapore, Role of CIO in Strategic Planning of IT in EGL, National University of Singapore, e-Governance Training course in Japan, NBR delegation to CBDT (Central Board of Direct Taxes), CPC (Central Processing Centre), India for special study on ICTs in Direct Taxes, SAARC Seminar on Automation in Direct Taxes, NADT, Nagpur, India etc.
About his remarkable achievements, Mr Roy was awarded the “Chairman’s Leadership
award” in AIUB for his thesis on “Designing an e-Filing System of Income Tax Returns in Bangladesh and Assessing its Probable Impact on the Taxpayers” in the MSCS Program. He has served as the e-Government Focal Point Officer of NBR in the a2i Program of PMO
(Prime Minister’s Office) for long three years. He was the designer and chief coordinator of the NBR’s most successful ICT initiative, “e-Payment of Taxes”, which was inaugurated by the Honorable Prime Minister Sheikh Hasina in 2012. Another successful ICT initiative of the NBR e-TIN system was also the brainchild of Mr Roy, and the system was designed by him and implemented under the sponsorship of IFC of World Bank Group
Mr Roy, while working as the Tax Policy Member, helped to accommodate some innovative policy changes in the Income Tax Ordinance in the last two budgets (2018 & 2019), including the much-praised issue like increasing tax base by integrating the Database of Power Distribution Companies for electric connections in City Corporation, Paurosava and
Cantonment boards. He has been honoured with the position of Chief Innovation Officer of NBR (as additional duty). He has implemented some unique initiatives in all three departments (Income Tax, Customs and VAT) of NBR, namely Benapass -Software for Cargo Import & Export, Car pass Data recording (Customs), Audit Management System of Income Tax, Bank Search Tools (Income Tax), Demand & Collection Tools (Income Tax), Advance Tax Reminder tools (Income Tax), Return Processing tools (Income Tax), Electronic Export General Manifest (EGM for Customs), VAT East Mobile App (VAT), LTU VAT Mobile App (VAT) etc. Few other initiatives were ongoing as innovations in three departments of NBR while he retired from service in February 2020.
Mr Roy has been the founder president of Bionic Ear Society of Bangladesh (BESB) –an organization for parents of children having a hearing disability and using Cochlear Implants. His son is the first Cochlear Implant recipient in Bangladesh. While implanting his son with a Cochlear Implant, Mr Roy and Mrs Roy got parent-based AVT (Auditory Verbal Therapy ) training in Singapore General Hospital in 2001 from the world-famous Canadian AVT Mrs Judith Simser and Australian AVT Mr Andrew Kendrik. Mr Roy worked for the social awareness on childhood deafness to fight against it and rehabilitation of the deaf children in the society of Bangladesh. He wrote few articles in national dailies and magazines for the awareness of common people regarding congenital deafness of children and the probable ways to combat it. In addition to his professional job, he lectured in different university and college classes and seminars on rehabilitation and mainstreaming children with deafness. The largest and successful Cochlear Implant program in BSMMU (Bangabandhu Sheikh Mujib Medical University) was founded with the initiative of Mr Roy as the President of BESB in 2010 and Mr Roy was the only non-doctor member of the committee initially formed for the coordination of the program in BSMMU, which the Government of Bangladesh subsequently funded.
After retirement from the Government service, Mr Roy is working as the Managing Director and CEO of the consulting compny TaxplannersBD Ltd. with a completely new concept of using Information Technologies in consulting in Bangladesh. Guiding the clients through 365 days on a n entirely paperless platform to make smart tax planning in advance is the ultimate goal of the company in order to keep the management of the client organization completely stress free regarding finance and tax related issues. The company is engaged in consulting and advising in the financial sector, mainly focused on Income Tax, VAT, Customs duties, Accounting and Company matters.
He is married and is blessed with two children.
